We had a mysqldump backup hang for several days on lists.opendev.org due
to the mariadb server getting restarted as part of container image
updates. We suspect that using mysqldump via a localsocket (the default
if you don't explicitly provide a -h argument) meant that we never got a
proper signal that this stream is dead and we should exit with an error.
The thought is if we did so via tcp instead we would get a closed tcp
connection and things could exit cleanly.
Some simple testing with mysql commands in the mailman3 role indicates
that we should be able to switch from localhost (unix socket)
connections to 127.0.0.1 (tcp) connections and have things just work. We
start with lodgeit as it is a low impact host to validate this on.
