Clark Boylan 2c458628a3 Revert "Move pull external IRC bot images from quay.io" 
This reverts commit 845597cc7c.

OpenDev is moving back to docker.io to preserve speculative container
image testing.

This should be turned into a Limnoria plugin. Until this is done, we run it as a separate daemon.
