We have a central haproxy role which triggers deployments to both the zuul and gitea load balancers when updated. But we also have a zuul-lb and gitea-lb role for each service that configures haproxy using the haproxy role. Sometimes the changes we need to make are only within these service specific roles. Update both the zuul-lb and gitea-lb deployment jobs to trigger when their respective roles update. Change-Id: I7c451ce65773f7a7788971f4346f85297ca6ef51
