Due to historical reasons we mapped the public ip address var to the
actual private ip value. This was due to /etc/hosts being set up to use
those values for name lookups. The depends on has been updated to make
the use of public ip addrs in /etc/hosts an option. Use that option here
and stop the confusing remapping of ip addresses.
