Clark Boylan 2d6961a0f7 Reapply "Select the network to use in raxflex" 
This reverts commit 8475121c9b.

After removing this config and trying to rely on the networks
configuration in the zuul launcher providers config we ended up back at
two interfaces per node which is the state we didn't want. Since
dropping the network config in the launcher config and specifying it
here did work lets go back to that state so that the rax flex cloud can
be used while we sort out what the problem is that ends up creating two
interfaces.
