Clark Boylan 2dd16e22d5 Update developer.openstack.org vhost AllowOverride Rules 
This change updates the developer.openstack.org vhost AllowOverride
rules to match those for docs.openstack.org. In this case we're
interested in restricting things to the bare minimum required for the
existing htaccess file which currently only has redirect rules.
