As we host more communications in Matrix and migrate communications from
IRC to Matrix one of the things we need to think about is how we handle
logging of these channels/rooms. For simplicity we have decided that we
shouldn't over think this and just ensure that only one channel/room is
canonical for that topic.
For example OpenDev is moving its IRC channel to a Matrix room. The irc
channel logs to #opendev on eavesdrop and we will log the our matrix
room, #opendev:opendev.org, to #opendev as well. To ensure we don't have
multiple bots trying to log different content sources to the same
location on eavesdrop we add the check in this change which ensures only
one bot can log to the named location at a time.
