This image was still using our old python-base:3.7 image. We don't update that image anymore and it should be updated to 3.9 or newer which we do here. Note I don't think anything currently uses this image as it was for k8s related gitea deployments. Change-Id: I0436e9ab52e47247f2f6f6727c812ff8dff9ee9d
