We just upgraded Gerrit to 3.10 and need to update the job dependencies
for infra-prod-service-review and infra-prod-manage-projects to match.
This probably should've been done in the prior change that updated the
gerrit docker image to 3.10. Maybe we'll remember to do these updates
together when we upgrade to 3.11.
