Clark Boylan afd3b79c51 Fix base image quay.io promotion ...

In the previous commit to move base images to quay I supplied the
promote jobs for each images as the promote_container_image_job value.
It should be the upload jobs because the upload jobs are what do the
initial push to quay.io that we then promote to the appropriate tag in
the promotion job. Fix this.
