This is a largely noop change that adds a bit more detail to the base roles dir README file. The motiviation behind this is 100% to trigger the infra-prod-base job sooner than it would otherwise during daily runs. Change-Id: Ib8c7c52d52dbc64e6115197cd309a00d86eba485
