Jeremy Stanley 0def2107b7 Drop version lines from all IRC bot compose files

Now that we're running these with podman, we don't need the version
specifiers. This will silence related warnings for all of them.

Run the gerritbot-matrix bot.

Create the gerritbot_matrix_access_token with this command:
