Clark Boylan a0079778af Add Ubuntu Resolute to our labels, nodesets, and providers

We managed to build resolute images yesterday. The next step is to
upload these images to cloud providers and expose the images as labels
to test jobs.

Note that we still don't have mirrors set up so there may be additional
work to get these test nodes actually working once uploaded.
