Martin Kopec b6d2581444 Remove refstack jobs and plugins one make n-v 
The refstack jobs have started failing and as the refstack
projects haven't been updated for more than a year, let's
remove the jobs.

Also make the plugins job n-v for now as it keeps timeouting
when running designate-tempest-plugin tests.
