Patch Set 1:

David, on this one we are not disagree to "sourcing the rc file".
We agree on doing that.
However, Ted was commenting on where to put that piece of code.
We think it is better to read the env var in the tcup.py code instead of inside execute_test.py.
Even if the code has to be in execute_test.py, it should be in a separate function by itself, and not integrating with the get_miniconf function.
