Kevin Carter 3ec922c2ed Update py_pkgs to set options group membership and itemise global pins ... This change creates new group membership items so that we can do selective git clones and wheel building based on defined groups. It also itemises the global-requirements-pins to ensure that they can be used to update upper-constraints.
