Dmitriy Rabotyagov e8795701c8 Add frr_package_state variable

All our roles have a _package_state variable which is used
to control whether service should be upgraded or not.

FRRouting role

Ansible role to install and manage FRRouting. This role is being maintained by OpenStack-Ansible project, though can be used as a stand-alone role as well.
