Thierry Carrez d06c1c029b Move "base services" proposal to active 
In the 20170112 Arch-WG meeting we decided to start the work
on the base services proposal:

This repository if for storing Architecture Working Group resources, investigation documents and methodologies. All documents are in RST format and located in doc/source/ sub-folder.
