xiayu ca21f3b647 Automatically generate etc/orchestrator.ini file 
This switches keystone to use oslo-config-generator, where the contents
of our sample configuration file are configured using a configuration
file in etc/oslo-config-generator.

Also fix some config problems.

This directory contains the astara devstack plugin for Kilo and beyond. You will need to enable the plugin in your local.conf file by adding the following to the local section.

enable_plugin astara <GITURL> [GITREF]

For example:

enable_plugin astara-rug http://github.com/openstack/astara

You will also need to enable the service:

enable_service astara
