Juan Antonio Osorio Robles e8d5e51b45 Remove oslo-incubator documentation that's no longer valid ...

We have already moved to getting the oslo libraries from pip instead of
the old approach which involved copying them to the barbican/openstack
directory. So the documentation regarding the old approach is no longer
needed.
