Dmitry Tantsur 12bbea5ea6 Remove bifrost-openstack-ci-prep role ...

It no longer has any effect: the only action that is not skipped
(stopping unbound) actually fails nowadays.

Also remove an invalid action from test-bifrost (the path it's looking
for does not seem to exist).

This removes the amount of special-casing for CI.
