Adpated to nova's gettext changes.

Resolve the failure of nova_notifier unit test due to the gettext changes in nova. This is part of the blueprint gettext-i18n-issue. Change-Id: Ie3fcbbe9f3c902c2c40c0d3c22bb2f999bb04006
