Add wording around upgrade availability
A deployment can be left with misleading messaging in `juju status` output if the `prepare` sub-command is invoked when an LTS upgrade candidate is not available. Change-Id: Iaabe4ab544b84b8fca6281bbd50cb1521d1032ee
