Switch to openstackdocstheme 2.2.1 version. Using
this version will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents
* Fix some rendering problems
Update Sphinx version as well.
openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.

New version of openstackdocstheme (Victoria+) respects pygments_style.
Since this repo starts using Victoria (master) requirements but has not
branched for Ussuri yet, it uses the new version.
Change pygments_style to 'native' since old theme version always used
'native' and the theme now respects the setting and using 'sphinx' can
lead to some strange rendering.

The charms configure briges with the OpenFlow 1.3 and newer
protocols which require a different syntax when issuing the
ovs-ofctl command.

This change converts the existing series upgrade appendix
into a general page and introduces a new appendix to contain
more detailed information.
This does create a sub-optimal appendix menu (appendices F1
and F2 respectively) but there is a goal of restructuring this
entire guide in the near future.

For the Bionic to Focal series upgrade databases need to be migrated
from percona-cluster to mysql-innodb-cluster and mysql-router. Document
this procedure.

In light of the deprecation of Linux bridge + veth setup, some guidance
on the data-port and bridge-interface-mappings configuration options
usage is needed. The added appendix provides some information which can
later be extended to cover cases like SR-IOV.

Add a note to provide more detail about the require contents of
the 'pem' and 'root-ca' action parameters when uploading the
signed certificate for the Vault intermediate CA.
If external intermediate CA's are in use these must be provided
as part of the pem bundle for each parameter to ensure that a
full trust chain can be established.

Add new appendix to cover deployment and configuration
of TrilioVault.
TrilioVault is a commericial, propriety product and is
not part of OpenStack, but is deployable using free and open
source charms which form part of the OpenStack Charms
project.

In addition to deployement being a typo, drawing from 'compile time' and
'runtime' expressions I think 'deploy time' is more appropriate than
'deployment time'.

having their READMEs updated. They will refer to
this appendix for in-depth cluster deployment info.
The appendix file has been renamed. The only
instance of linkage I could find is in the 20.02
Release Notes. That will be modified soon after.
