openstack-dashboard charm: new options to allow for branding
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The openstack-dashboard charm has three new options:
* ``site-branding``
* ``site-branding-link``
* ``help-url``
These options are used to set Dashboard parameters that reflect the
local environment.
