Alex Kavanagh b7c066abf2 Migrate from testr to stestr 
Note that the interface doesn't actually have unit tests.  This is to
migrate from the deprecated testr module.

Overview

This interface layer handles the communication with charm-openstack-dashboard via the 'websso-fid-service-provider' interface.
