David Ames 1ee9f46543 Fix Ocata to Pike upgrade 
When upgrading from Ocata to Pike the context was not recognizing
Pike until a subsequent hook run. Resetting os release fixes this.

Enable xenia-pike amulet test.

Closes-Bug: #1723981

Overview

This directory provides Amulet tests to verify basic deployment functionality from the perspective of this charm, its requirements and its features, as exercised in a subset of the full OpenStack deployment test bundle topology.
