* add bindep.txt for py310
* sync tox.ini and requirements.txt for ruamel
* use charmcraft_channel 2.0/stable
* drop reactive plugin overrides
* move interface/layer env vars to charmcraft.yaml

'<openstack-version>/proposed': as above, but for proposed.
Otherwise the source is not recognised and this is logged to the juju log.
However, no error is raised, unless sys_error_on_exit is True.
