Add QoS Suport for Pure Storage

Add back-end QoS support for Pure Storage.
Two parameters are supported:
maxIOPS - maximum IOPS per volume - range 100 -100M
maxBWS - maximum I/O bandwidth in MB/s - range 1 - 524288
