vzstorage: fix create/delete snapshots

vzstorage doesn't support simultaneous open from different
clients. It means you can't open qcow2 file from cinder-volume
side, if it's used by an instance on nova-compute side.
The solution is to cache QemuImgInfo instance
under <path>.qemu_img_cache for image file <path>

Closes-Bug: #1615667
