[SVF] Set volume IOPS based on volume size

[Spectrum Virtualize Family] Adding support to set volume IOPS based on
the value 'iops_per_gb' and volume size and updating in volume metadata
for volume actions like creation, update, resize and retype to avoid
retype of volume for changing the throttling value.

closes bug: #1905988
