Alan Bishop 167dc4e1bd Fix DuplicateOptError in fixed_key migration code 
Fix how the key migration code loads the fixed_key config option so that
it handles DuplicateOptError.

Closes-Bug: #1747021

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
