yenai 6f93d64ff0 Add empty check before using zone driver 
When initiator_target_map is {}, it really means we don't need to
do anything with zone driver.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
