Eric Harney 90f962553a Refactor API utilities into api_utils.py 
This collects up utils that are only used in the API code,
and moves them from cinder/utils.py to here, for better code
organization.

Cinder has a number of different test types, PLEASE be sure to refer to the Cinder Testing Docs to familiarize yourself with the various options before creating any new tests.
