Some tests used incorrect order assertEqual(observed, expected). The correct order expected by testtools is assertEqual(expected, observed). This patch does not cover v1 api tests and vendor unit tets. Change-Id: Icb0636143cfc48d5189bcb0faa6e643f68c32f5e Partial-Bug: #1259292
