Ivan Kolodyazhny c042a05ac3 Remove XML API 
Cinder XML API is not tested by Tempest about for one year.
We don't know if it works or not. It was deprecated in
Mitaka release.

Implements blueprint: remove-xml-api

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
