Per bug #1662637, it seems this is a hangover from the forklift out of nova and can probably be deprecated. From what I can tell, hasn't happened yet though so at least acknowledge the existence of this middleware. Introduction:
This directory is intended to hold any documentation that relates to how to run or operate Cinder. Previously, this content was in the admin-guide section of openstack-manuals.
