Thomas Bechtold e7f55be9a9 Fix doc build if git is absent
When building packages if git is absent, then we should not set
html_last_updated_fmt. It can still be set via the -D switch
when building with sphinx-build.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.

Getting Started

If you'd like to run from the master branch, you can clone the git repo:

git clone https://git.openstack.org/openstack/cinder.git
