Kaitlin Farr ef2202b6ad Remove deprecated keymgr code 
The keymgr code was deprecated for removal in Newton [1]
and should now be removed.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
