Sean McGinnis efc9016055 Remove deprecated osapi_volume_base_URL 
This config option was basically the same as public_endpoint and was
deprecated in Pike in favor of using that option instead. This now
removes it completely.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
