Diem Tran fffca65458 Re-integrate Oracle iSCSI Cinder driver 
This reverts commit c742566.

The Oracle iSCSI Cinder driver now has a working CI and is ready to be re-integrated.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
