Patch Set 6:

Ok the export DEVSTACK_GATE_VIRT_DRIVER=ironic seems to be causing this with Nova.

Maybe ironic takes up the only host available and so nova can't create any more servers. Also it seems we can't mix virtualization drivers, so using ironic may prevent us from creating normal virtual machines for tests that involve virtualized networking.
Maybe ironic can't be in the same gate job. Still investigating how to proceed.
