Simon Ingelsson 84eab9605b sysctl returning hash to file ...

/etc/sysctl.d/50-chef-attributes-params.conf is affected.

This new fix removes dependencies to external cookbook sysctl.
Instead it uses the existing template in the common cookbook
and adds params for object-storage from there.

added tests for new attributes
