Samuel Cassiba 8efb690b14 Pin fog-openstack to 0.3 
The breaking changes of 0.3.1 have been reverted in 0.3.2 and the
changes have been reintroduced in 1.0.0.

Description

Installs the fog-openstack gem and offers LWRPs to use it.

Requirements

  • gem 'fog-openstack'
  • chef-client >= 12.8.1
