Add codespell pre-commit hook with a project dictionary (doc/dictionary.txt) to ignore domain-specific terms such as "aaS" (as in FPGAaaS / accelerator-as-a-Service). Fix ~50 spelling errors in source, tests, docs, api-ref, and release notes. No logic changes; comments and strings only.
