Combination alarms was deprecated by [1]. Since this patch, the Tempest
test that used to test this feature does not work anymore out of the
box, you need to set enable_combination_alarms to True, which is a
deprecated parameter, not sure deployers want to use it, since it aims
to be removed in a future release.
