deprecate cadf_only http dispatcher

cadf_only functionality is designed to handle notifications generated
by pycadf audit middleware. this functionality was moved to keystone
and has been deprecated since kilo. additionally, liberty requirements
for pycadf are restricted to versions which do not have middleware.
