Add a Ceilometer alarm resource
Note: this gets the signed url from the resources capable of getting signals by calling Fn::GetAtt('AlarmUrl') blueprint watch-ceilometer Change-Id: If8822f7c9bfc2113b6ee57e1faff2ab4f8ff3b16
