Angus Salkeld 33f26722b9 Make the update policy timeout check into a unit test 
There are a lot of repeated tests here, the one that looks unique
is the one that tests a timed out replacement.
This is an instance group method so it is moved to test_instance_group and
it is reworked to not need a stack creation.

HEAT

Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native ReST API and a CloudFormation-compatible Query API.

Why heat? It makes the clouds rise and keeps them there.

Getting Started

If you'd like to run from the master branch, you can clone the git repo:
