Tetiana Lashchova ebdb3edd78 Remove downgrade functions
After commit I72421259deb9f28501b9d5ca4b9ccc43a8da7831
downgrade functions became unsupported and according to
cross project spec[1] should be removed.

Implements bp no-downward-sql-migrations
